PENSACOLA, Fla.–(BUSINESS WIRE)–Sugar Sands Publishing LLC today announced the formal constitution of the independent Cognitive Mode Operating System Standards Board (CMOS-SB) and launch of a governance framework for how AI systems interact with human emotion and cognition.
THE GOVERNANCE GAP
AI systems are increasingly being used in enterprise, health care, education and public infrastructure, where they can read emotional cues, respond to cognitive patterns and influence how people relate to technology. CMOS-SB said the framework is intended to give organizations a common standard for responsible use.
A COMPLETE GOVERNANCE ARCHITECTURE
At launch, CMOS-SB released the CMOS-SB Constitution, Authority Charter, Governing Charter, Standards Development Process and Ethical Framework. The documents are based on Emotional Epidemiology™, a scientific approach to studying how emotions spread and can be measured across populations.
CMOS-SB also published five initial Governance Spine standards: EISS, CMSS, ETDS, EDCPS and PERMS. The Flagship Master Document (CMOS-SB-FMD-001, Version 1.0) brings together the scientific basis, governance model and operational guidance, including the CMP-HC implementation doctrine aligned with HIPAA, NIST SP 800-53, SOC 2 Type II and HITRUST CSF.
WHAT HAPPENS NEXT
A 30-day public comment window opens today and closes August 26, 2026. A 90-day Board of Directors seating period also begins today and closes October 25, 2026. The board is expected to include representatives from technology, public health, behavioral science, civil society, law and policy, with safeguards designed to prevent any single sector from controlling the board. Applications are now accepted. The Founding Council will serve as the interim Board of Directors.

FOR FY27 PLANNING
Formal certifications are scheduled to start January 1, 2027. Organizations may begin baseline CMP-HC assessments in the third quarter of 2026. Governance documents and standards are available for public review.
